Peel and cut the potatoes into large chunks.
Boil the potato chunks in water until they are very tender, about 10-15 minutes.
Drain the boiled potatoes and transfer them to a large bowl. Mash them thoroughly, then add salt and potato starch. Knead until a smooth dough forms.
On a clean surface, roll the potato dough into thick, finger-like noodles or strips.
Boil the potato noodles in water until they float to the surface and are cooked through, about 3-5 minutes.
Transfer the cooked noodles immediately to an ice bath to cool and firm up.
In a separate large bowl, combine chopped green onions, minced garlic, gochugaru, sugar, soy sauce, and black vinegar.
Heat the cooking oil in a small pot until it is smoking hot. Carefully pour the hot oil over the sauce ingredients in the bowl.
Drain the cooled potato noodles and add them to the sauce bowl. Add the chopped cilantro.
Mix everything thoroughly until the noodles are evenly coated with the spicy sauce. Serve immediately.
