Bring a large pot of water to a boil. Add 1 tablespoon of salt to the boiling water. Add 1 cup of elbow macaroni and cook according to package directions until al dente.
While the pasta cooks, prepare the macaroni salad dressing. Grate 1 small carrot. In a mixing bowl, combine 0.5 cup of mayonnaise, 2 tablespoons of white vinegar, 1 tablespoon of granulated sugar, 0.5 teaspoon of black pepper, 1 teaspoon of salt, and 1 tablespoon of water. Whisk until smooth.
Once the macaroni is cooked, drain it and transfer to a large mixing bowl. Add the grated carrot, 1 diced celery stalk, and 0.25 cup of chopped fresh parsley to the macaroni. Pour the prepared dressing over the macaroni and vegetables and mix thoroughly until well combined. Set aside.
Peel and dice 2 large Russet potatoes into small cubes. Bring another pot of water to a boil and add 1 tablespoon of salt. Add the diced potatoes and cook until tender, about 5-7 minutes.
Drain the cooked potatoes and transfer them to a bowl. Season with 1 teaspoon of salt and 0.5 teaspoon of black pepper, mixing well. Heat 2 tablespoons of cooking oil in a large frying pan or on a griddle. Add the seasoned potatoes and fry until golden brown and crispy, stirring occasionally.
In a separate frying pan, brown 1 pound of ground beef, breaking it up with a wooden spoon. Drain any excess fat. Add 0.25 cup of ketchup, 2 tablespoons of yellow mustard, 1 tablespoon of granulated sugar, 1 teaspoon of garlic powder, 1 teaspoon of onion powder, 1 teaspoon of salt, and 1 cup of water to the ground beef. Stir everything together and simmer until the sauce thickens.
Heat 1 (15 ounce) can of baked beans in a small pot until warm.
Slice 2 hot links lengthwise. Place the sliced hot links and 2 ground beef patties on a hot griddle or frying pan. Cook until browned and cooked through. Season the patties with salt and pepper while cooking. Once cooked, place 1 slice of American cheese on each beef patty until melted.
To assemble the Garbage Plate, place 1 cup of macaroni salad on one side of a large plate. Add 1 cup of home fries next to the macaroni salad. Spoon 0.5 cup of baked beans onto the plate.
Place 1 hot link and 1 cheeseburger patty on top of the macaroni salad and home fries. Spoon 0.5 cup of the prepared meat sauce over the hot link and cheeseburger. Sprinkle 0.25 cup of diced white onion over the entire plate.
Finish by drizzling 0.25 cup of ketchup, 2 tablespoons of yellow mustard, and 1 tablespoon of hot sauce generously over the entire Garbage Plate.
