Bring a large pot of salted water to boil. Cook pasta according to package directions until al dente. Reserve 1 cup pasta water before draining.
While pasta cooks, heat olive oil in a large skillet over medium heat. Add minced garlic and sauté until fragrant, about 1 minute.
Add half of the strawberries to the skillet. Cook for 3-4 minutes until they start to break down and release their juices.
Pour in the heavy cream and add crumbled goat cheese. Stir until cheese melts and creates a creamy pink sauce. Add honey and balsamic vinegar.
Add the drained pasta to the sauce along with remaining fresh strawberries. Toss to coat, adding pasta water as needed to achieve desired consistency.
Season with salt and pepper to taste. Remove from heat and stir in fresh basil.
Serve immediately, garnished with toasted pine nuts, extra goat cheese crumbles, and fresh basil leaves. Drizzle with balsamic reduction if desired.
